One possibility is an inconsistent data connection to the camera via the network. This may be best addressed with the local IT Administrator.
Another possibility is that you have "Dynamic Intra Frame" turned on in the camera. Not all cameras have this setting available, but it needs to be disabled via the camera webpage if it does. Below is a screenshot from a Vivotek's webpage to give an example of what the setting may look like.
